  • Minutes were approved by the committee with noted corrections: Timeline spreadsheet appeared compressed; Sarah to save as
    PDF and attach
  • Approved by Kutil/Bodnar

4. Enrollment Updates

  • Enrollment still down slightly vs. same time last year, both fall and academic year
  • CEMC Report 10-05-2026
  • Chancellor added a new positive attendance section to the report this cycle
  • Apprenticeship positive attendance numbers are low
    • Only reported when students are enrolled in work experience classes
    • Technical and enrollment lag issues affect reporting, especially across distributed union sites
    • Construction laborers apprenticeship: 3,019 apprentices
    • Marine service technician apprenticeship: 8 apprentices
  • Parenthetical labels in rows 47, 48, 59, 60 unclear; to be followed up with chancellor

5. Report from DEMC and Modeling Scenarios

  • Chancellor presented allocation model at last DMC meeting; no vote taken yet
  • Vote expected at next DMC meeting; allocation for LPC and Chabot must be confirmed by then
  • Model proposes splitting any extra state funding (~$2M of ~$140M total):
    • Half by enrollment band
    • Half by productivity vs. target
  • Concerns raised but no changes to data made; chancellor invited attendees to explore the model
  • Dr. Foster to request a formal, equitable process for how apprenticeship opportunities are surfaced to colleges
    • Concern: colleges currently learn of opportunities after the fact, not at the front end
  • Apprenticeship Program Challenges
    • LPC has only two active apprenticeships: marine technology and construction laborers
    • Apprenticeships identified as a key growth lever
    • Chancellor’s goal: significant district-wide apprenticeship growth by end of decade
    • Julia Dozier (district apprenticeship lead) stepping down end of December; hiring underway
    • Core structural problems raised:
      • District apprenticeship office controls which college receives which program
      • Process described as inconsistent and lacking clear communication
      • Faculty and deans are absorbing administrative work with no dedicated support
      • Curriculum compliance (program review, SLOs) falling on campus staff not formally assigned
    • Chabot has more apprenticeships, but sustainability is at risk; a few individuals carrying the load
    • Proposal: dedicate one allocated staff member per college solely to apprenticeship administration
    • LPC also behind Chabot on dual enrollment; both identified as key growth areas
  • Machine tooling apprenticeship from Lawrence Livermore National Lab listed under Chabot; reason unknown, to be queried

6. Discipline Plan Template (Revised)

  • Version 5 shared; key change: reverted to CAH (contact hours) input, with spreadsheet auto-calculating FTEF
  • Sample semester (Fall 2027) used to illustrate productivity outputs across course types
  • Productivity target context: last year’s target was 15.35; proposed model sets LPC target at 16
  • Issue raised: “expected enrollment” column being used inconsistently
    • Some coordinators entering expected enrollment; others entering contractual cap
    • Causes errors in schedule building and productivity projections
  • Resolution: add a separate “approved cap” column (already present in summer/winter tabs; missing from fall/spring)
  • Clarified the column’s history: cap-only entry led to unrealistic productivity projections, so expected enrollment was added, but the cap column was lost in translation
  • Modality affects cap: online sections get +2 cap vs. in-person (new contract language)
  • Recommended adding hyperlinks to contract appendix and Article 10e in the definitions tab
  • Reminder to coordinators: fill in yellow cells only; do not edit white formula columns

7. Good of the Order

  • Highlight: Jeremiah Bodnar was a recipient of the 2026 Yale Educator Award
  • Highlight: The LPC Games
